Introduction Clean water isn't a luxury. It's the difference between a child going to school or staying home with a fever, between a family's income going on medicine or moving forward. Over the last seventy years, India's rural drinking water story has quietly shifted gears – from simply laying pipes and counting villages "covered", to something far more ambitious: making sure water actually reaches the tap, every day, and keeps reaching it for generations to come. This article walks through that journey, looks at what the Jal Jeevan Mission (JJM) has achieved so far, and unpacks the reforms now taking shape under JJM 2.0. How We Got Here: The Evolution of India's Water Supply System In 1954, the National Water Supply Programme was established in response to recommendations from the Environmental Hygiene Committee during the First Five-Year Plan. Coverage was the watchword back then, and by 1972–73, that push had grown into the Accelerated Rural Water Supply Programme (ARWSP), built to get water to more villages, faster. The National Drinking Water Mission followed in 1986, bringing technology into the fight against water scarcity for the first time at scale. Then, through the 1990s, something changed. Quality started to matter as much as quantity. Programmes like Sector Reforms and Swajaldhara began handing more control to communities themselves, recognising that people who live with a water source every day often understand it better than anyone sitting in a state office. By 2009, the National Drinking Water Programme – later the National Rural Drinking Water Programme (NRDWP) – pushed things further still, putting sustainability and service quality firmly on the agenda. Piped water and higher standards followed close behind. And then, in 2019, came the boldest step of all: the Jal Jeevan Mission, with a promise of a functional tap connection in every rural household in the country. Jal Jeevan Mission 1.0: A Genuine Turning Point When JJM launched in August 2019, it wasn't just another scheme. It was a different way of thinking altogether. Instead of measuring success by how many pipes had been laid, the mission asked a harder question: is water actually flowing into people's homes, reliably, and is it safe to drink? The target was as clear as it was bold – a Functional Household Tap Connection (FHTC) for every rural home by 2024, under the now-familiar banner of "Har Ghar Jal" – water in every home. At the starting line, the numbers were sobering. Only around 3.23 crore rural households – roughly 17% – had a tap connection at all. JJM set out to close that gap, promising at least 55 litres of potable water per person, per day, delivered regularly and built to last. Alongside the pipes came a quieter but equally important set of commitments: protecting water sources, monitoring quality, managing greywater sensibly, and handing real decision-making power to communities through Village Water and Sanitation Committees (VWSCs), also known as Pani Samitis. The ripple effects have gone well beyond water itself. Fewer water-borne illnesses mean lower medical bills. Girls, in particular, are staying in school rather than walking miles to fetch water. Women and children – who have shouldered the burden of water collection for generations – have had some of that load lifted. None of this happened by accident; it's the result of stronger local institutions and a genuine push towards managing water resources sustainably, rather than just chasing numbers. The Shift: From JJM 1.0 to JJM 2.0 Here's where the story turns a corner. JJM 1.0, running from 2019 to 2024, was largely about building things – getting taps installed and connections flowing. JJM 2.0 asks a different question: now that the taps are there, will they still be working in five years, ten years, twenty? That single question – functionality over time – sits at the heart of everything that follows. The focus has moved from constructing assets to commissioning them properly, handing schemes over to Gram Panchayats through a process called Jal Arpan, and trusting communities to manage – and certify – their own water services under the Har Ghar Jal framework. In short, this is a shift from "we built it" to "it works, and it's theirs." Jal Jeevan Mission 2.0: Building Something That Lasts The numbers from JJM's first phase speak for themselves: more than 15.81 crore rural households now have a tap connection, up from that original 17%. On the strength of that progress, the Government of India has extended the Mission to December 2028. The goal now is universal coverage, every Gram Panchayat certified as Har Ghar Jal, and – just as importantly – the institutional muscle needed to keep these systems running long after the construction crews have packed up. The Eleven Pillars Holding JJM 2.0 Up JJM 2.0 isn't a single reform – it's eleven, working together. States and Union Territories are being encouraged to build water systems that are accountable, professionally run, and digitally connected. Research, Innovation & Knowledge ecosystem Academic institutions, research bodies, industry, startups, PHEDS, SWSMS New technology tested in the field, not just on paper; homegrown innovation backed, lessons documented and shared so good ideas get replicated. The Comprehensive Implementation and Reform Plan (CIRP) Every State and Union Territory will draw up a CIRP – essentially their own roadmap for getting JJM 2.0 done on the ground. It has two parts: a Scheme Implementation Matrix, mapping out timelines and milestones for schemes already underway or approved, and a Reform Implementation Matrix, setting out the institutional and service-delivery reforms each state plans to make, with dates attached. The CIRP becomes the master document guiding planning, funding, and monitoring – the single thread tying infrastructure and reform together. Built to Last: The Sustainability Framework JJM 2.0 rests on a Drinking Water Sustainability Framework with four pillars: Institutional & Service Delivery Sustainability, Financial Sustainability, Infrastructure Sustainability, and Source Sustainability. None of these stand alone – they're held up by good governance, digital systems, genuine community participation, and direct citizen connect, all working to keep things transparent, responsive, and improving over time. What's Ahead: Challenges and Opportunities It would be misleading to pretend this is all smooth sailing. Groundwater is depleting in many places, the climate is growing less predictable, water quality contamination remains a real concern, and many utilities still struggle financially. Local capacity – having enough trained people on the ground – is another hurdle that won't disappear overnight. But there's real cause for optimism too. Digital tools, community led governance, smarter water security planning, and a growing culture of innovation all offer genuine paths forward. The challenges are real, but so is the toolkit now available to tackle them. Where This Is Heading By December 2028, JJM 2.0 aims for something close to total: universal rural tap water coverage, every Gram Panchayat certified as Har Ghar Jal, and a functional tap in every rural home. But coverage alone was never really the point. The deeper ambition is a water system that holds up – institutionally strong, financially sound, well-maintained, and built on protected sources. Backed by solid governance, digital monitoring, and communities that are genuinely part of the process, JJM 2.0 is reaching for something simple to say and hard to deliver: safe, reliable, citizen-centred drinking water for rural India – not just today, but for good.
