India’s goal of providing safe and adequate drinking water to every rural household depends not only on physical infrastructure but also on a strong digital foundation to manage, monitor, and sustain water supply systems. Under Jal Jeevan Mission (JJM) 2.0, the Sujalam Bharat Framework marks a significant shift from fragmented, paper-based systems to an integrated Digital Public Infrastructure (DPI) for Rural Piped Water Supply Schemes (RPWSS). DPI consists of digital platforms, standards, protocols, and registries that enable governments, service providers, and citizens to interact efficiently and securely. Unlike standalone applications, DPI provides reusable digital building blocks that support multiple services and innovations. Similar to physical infrastructure, such as roads or electricity networks, it serves as a public good that improves service delivery and operational efficiency. Globally, DPI has become a key driver of digital transformation. In India, initiatives such as Aadhaar, UPI, DigiLocker, and the Ayushman Bharat Digital Mission have demonstrated how common digital platforms can improve governance, reduce costs, and enable large-scale service delivery. Building on this success, the Sujalam Bharat Framework aims to create a digital ecosystem for the rural water sector, ensuring better monitoring, transparency, and long-term sustainability of water services. From Infrastructure to Intelligence For decades, rural water supply management lacked real-time information. Assets were unmapped, operational data was inconsistently recorded, and multi-tier accountability was nearly impossible to enforce. Field officials often had no reliable way to know whether a scheme was functional, a pump had failed, or water quality standards were being met. Sujalam Bharat directly addresses this gap by establishing a federated DPI – a national digital architecture. It creates interactive asset layers, links them to real-time operational transactions, and makes the resulting data accessible to every tier of governance, from the Gram Panchayat to the national ministry. This is not merely a digitisation exercise; it is a fundamental reimagining of how the state sees and manages its rural water infrastructure. The framework is built on four interconnected layers, as shown in the figure. Sujalam Bharat directly addresses this gap by establishing a federated DPI – a national digital architecture. GIS-Enabled Asset Mapping:The Foundation of Transparency One of the most consequential reforms embedded in Sujalam Bharat is the mandatory geotagging of every water supply asset, from the intake source to the last-mile distribution point at the habitation level. Each asset is assigned a system-generated Sujalam Bharat ID, uniquely identifying it within the RPWSS module. This identifier binds physical infrastructure to financial expenditure, ensuring that every rupee spent on construction or maintenance can be traced to a specific, georeferenced asset on the ground. Digital Twin Systems: From Monitoring to Prediction The most forward-looking element of Sujalam Bharat is its embrace of Digital Twin technology for rural piped water schemes. By integrating continuous data flows from the Sujal Gaon Utility App with SCADA systems and IoT sensors deployed at pumping stations and distribution points. The framework creates a virtual replica of the water supply infrastructure. This digital twin is not merely a monitoring tool; it is a predictive and diagnostic engine capable of anticipating failures before they occur. Using pump status data, flow and pressure readings, water quality measurements, and maintenance logs fed in near real time, the Digital Twin can enable leakage detection, pump failure prediction, demand forecasting, and energy optimisation. The engineers can simulate hydraulic flow dynamics, assess energy utilisation, and schedule preventive maintenance well in advance of breakdowns. Citizen Empowerment and Closed-Loop Accountability A defining feature of the Sujalam Bharat DPI is its design for meaningful citizen participation. All citizen inputs captured through e-Gram Swaraj, Jal Seva Aankalan, and the Meri Panchayat App, are geotagged to the corresponding service area and scheme, enabling pinpointed issue identification and resolution across the water supply value chain. The Jal Jeevan Mission module on the Meri Panchayat App, developed in collaboration with the Ministry of Panchayati Raj, gives village communities direct visibility into scheme functionality, water quality status, and VWSC actions. The system ensures that every issue is tracked until it is resolved. When an alert is generated, such as water supply interruptions, low chlorine levels, pump failures, or poor bill collection, it is assigned for action, escalated if needed, and monitored until closure. Dashboards at all levels, from the National Jal Jeevan Mission (NJJM) to Gram Panchayats, will provide real-time visibility of issues, response times, and service performance. This enables authorities to identify and address problems quickly, making water service management more proactive, transparent, and data-driven. Use case of Sujalam Bharat DPI A DPI-enabled grievance management system under Jal Jeevan Mission significantly improves complaint resolution by linking citizen grievances directly to household connections, water assets, and supply networks through interoperable digital registries. Unlike traditional manual processes, where identifying the source of issues such as poor water quality, low pressure, or supply disruptions can take days, the DPI framework uses GIS mapping, asset registries, and laboratory data to automatically locate affected infrastructure, cluster complaints, and generate alerts. This enables field teams to quickly identify the root cause, undertake targeted repairs, and resolve issues within hours, resulting in greater operational efficiency, improved water quality monitoring, enhanced transparency, and stronger accountability in rural water service delivery. Conclusion: Data as the Infrastructure of the Future The Sujalam Bharat Framework demonstrates that digital data governance is not supplementary to rural water supply; it is structural. Real-time monitoring, GIS-enabled transparency, Digital Twin analytics, and citizen-integrated feedback loops together constitute a new form of public infrastructure, as essential as pipes and pumps. As India moves towards sustained service delivery under JJM 2.0, the capacity to see, measure, and respond to what is happening in every village water scheme will determine whether the promise of Har Ghar Jal endures beyond the tap connection.
